Shaanxi Province to promote green building materials production and application implementation plan

Green building materials refer to building materials with the characteristics of "energy saving, emission reduction, safety, convenience and recyclability" that reduce the consumption of natural resources and the impact on ecological environment in the whole life cycle. To promote the production and application of green building materials is not only to meet the needs of vigorously promoting green building, but also an important measure to reduce excess capacity, transform and upgrade, innovate and develop the building materials industry.

In order to promote the integrated development of green building materials and green building industry in our province, improve the living environment and build ecological civilization, the Implementation Plan for Promoting Green Building Materials Production and Application in Shaanxi Province is hereby formulated according to the Action Plan for Promoting Green Building Materials Production and Application issued by the Ministry of Industry and Information Technology and the Ministry of Housing and Urban-Rural Development.

First, general requirements

Guided by the spirit of the 18th CPC National Congress and the Third, Fourth and Fifth Plenary Sessions of the 18th CPC Central Committee, the general requirements of "Made in China 2025", "Guiding Opinions of The State Council on Resolving the Serious Overcapacity Problem", "Green Building Action Plan" and Shaanxi Provincial Party Committee and provincial government to build a beautiful Shaanxi with ecological civilization, and the new industrialization and urbanization construction needs of our province. Guided by solving the prominent problems in the production and application of green building materials, we should clarify our work objectives, carry out special actions, advocate and promote green production and green consumption, realize the steady growth, structural adjustment, mode transformation and sustainable development of building materials industry and construction industry, and vigorously promote the development of green buildings and green city construction in our province.

2. Work objectives

By the end of 2018, the proportion of production of green building materials has increased significantly, and the quality of development has improved significantly. The proportion of green building materials in the main business income of the industry has increased by 20%, and the varieties and quality are good enough to meet the needs of green building. Compared with 2015, energy consumption per unit added value of the building materials industry was reduced by 8%, and total nitrogen oxide and dust emissions were cut by 8%. The proportion of green building materials used increased steadily. Green building materials should be used in 30% of new buildings, 50% of green buildings, and over 70% of pilot and demonstration projects and existing buildings should be renovated.

3. Work tasks

(1) Launching a special campaign to manufacture green building materials

1. Comprehensively promote cleaner production and promote energy conservation and emission reduction. We will support existing enterprises to carry out technological upgrading and improve green manufacturing. Promote the application of building materials kiln flue gas desulfurization and denitrification and dust removal, clean coal gasification, intelligent manufacturing of building materials, comprehensive utilization of resources and other common technologies, giving priority to support the building sanitary ceramics industry clean production technology transformation; Limit the high sulfur petroleum coke fuel in the plate glass industry; Guide cement enterprises in winter heating period to carry out off-peak production, energy saving and emission reduction, reduce haze; Popularize new refractory materials, popularize chrome-free refractory materials, reduce heavy metal pollution from the source; The development and promotion of refractory materials with integrated structure and function, long life and convenient construction and high efficiency thermal insulation materials with microporous structure.

2. Strengthen comprehensive utilization and develop circular economy. To support the use of existing cement kilns around cities to coordinate the disposal of household waste, sludge and hazardous waste. Support the use of tailings, industrial solid waste, production of new wall materials, mechanical sand and stone. We will focus on the treatment and reuse of construction waste, strengthen the development of production technologies and processes for recycled building materials, and improve the consumption of solid waste and product quality.

3. Promote the integration of the two technologies and develop intelligent manufacturing. We will guide building materials manufacturers to raise the level of informatization and automation, with a focus on promoting intelligent manufacturing and upgrading manufacturing levels in cement, building sanitary ceramics and other industries. Deepen the application of e-commerce, use two-dimensional code, cloud computing and other technologies to establish green building materials traceability information system, improve the level of green building materials logistics informatization and supply chain coordination. We will develop and promote intelligent manufacturing, and carry out pilot projects to replace robots in the building ceramics, glass, and glass fiber industries.

2. Launching a special campaign to produce green building materials

1. Comprehensively improve the performance of cement and cement products components. To develop high quality and special cement, promote the application of high performance concrete with strength grade C35 or above, and promote the application technology of large dosage of admixture and recycled aggregate. We will continue to promote the in-depth development of ready-mixed mortar and urban "no-show" work, increase the utilization of industrial and urban solid wastes, improve the comprehensive utilization rate of resources, and protect the ecological environment. Speed up the industrialization, standardization and greening of machine sand and stone. We will vigorously develop prefabricated concrete buildings and components. Actively promote mature precast and prefabricated concrete structural systems, optimize and improve the existing precast frame, shear wall, frame-shear wall structure and other prefabricated concrete structural systems, improve the general system of precast concrete components, and promote the factory production of composite floor panels, internal and external wall panels, stairs and balconies, kitchen and bathroom decoration, etc. To guide the serial development, large-scale production and supply of components and accessories industry. We will develop concrete culverts and other building components of municipal underground pipe networks, and support the construction of urban underground pipe corridors.

2. Accelerate the collaborative disposal of various wastes in cement kilns. Expand the use of low-grade raw materials and waste rock; Strengthen waste heat power generation oil consumption management, improve power generation efficiency; Strengthen desulfurization and dust emission management, strengthen the cement kiln to reduce nitrogen oxide emission technology transformation and management, improve cement green production level, develop intelligent manufacturing technology based on big data and computer control.

3. Actively develop steel structure construction and metal building materials. In housing projects, migration, culture, sports, education and medical care, transportation hubs, commercial warehousing and other public buildings, steel structure is actively used. Industrial buildings and infrastructure are heavily constructed of steel. The steel structure is used in the long - span industrial plant. Encourage the production and use of lightweight aluminum alloy formwork and colored aluminum plates.

4. Vigorously promote new glass and energy-saving doors and Windows. Focus on the development of low radiation coated glass, medium (true) empty glass, broken bridge aluminum alloy and other new glass and doors and Windows, expand the glass deep processing products, improve the level of deep processing, improve the added value of products. Strict production and use of safety glass, eliminate safety risks of glass doors, Windows and curtain walls.

5. Encourage the integration of solar thermal, photovoltaic and building assembly to drive the development of photovoltaic glass industry. Support the development of new products such as display glass substrates for electronic information, fire-proof glass, and windshield glass substrates for automobiles and high-speed railways.

6. Promote the innovation and development of new wall and roof materials and energy-saving, thermal insulation, waterproof and fireproof materials. Focus on the development of energy saving, emission reduction, high quality, green, safe new wall roofing materials, encourage the development of thermal insulation, waterproof and fireproof performance is good, convenient construction, long service life of external wall insulation and structure and insulation integration of outer wall panels. We will promote the component-based, assembled and integrated development of new wall material products and prefabricated houses.

7. Expand the production of wall and roof materials with various wastes instead of natural raw materials, strengthen production desulfurization and dust emission management in the production process, and develop roasting and drying technologies for saving land, soil and coal. Development of permeable brick and other urban road construction materials to support sponge city construction.

8. Support the development of biomass building materials using crop straws, bamboo fibers, wood chips, etc., giving priority to the development and use of wood plastics reinforced with biomass fibers, new magnesium building materials and other products for enclosure and decoration. Encourage the development of bamboo building materials and bamboo structures in areas rich in bamboo resources.

9. Vigorously promote the upgrading of building sanitary ceramics industry. Promote the technology of green mining of ceramic raw materials and dry preparation of building ceramic powder, optimize the utilization of raw materials. Promote the use of large and thin ceramic tiles and water-saving, lightweight and intelligent sanitary ware. The production process adopts desulfurization, denitrification and dust emission technology to improve the green and intelligent manufacturing level of the whole production process.

10. Vigorously promote the application of new pipes and profiles with corrosion resistance, good sealing, heat preservation and energy saving to improve the service life and durability. Support the production and application of large-diameter, corrosion-resistant, long-life, low-leakage, maintenance-free polymer materials and composite materials pipes and fittings.

11. Promote environmentally friendly paints, waterproofing and sealing materials. Support the development of water-based building coatings and building adhesives with low volatile organic compounds, and promote the application of polymer waterproof materials, sealing materials and heat-reflecting membranes with corrosion resistance, aging resistance, long service life and convenient construction.

(3) Green building materials evaluation mark action

1. Carry out star evaluation of green building materials, release product catalog of green building materials, guide the selection and engineering application of building materials, and promote the construction of a unified, open and orderly green building materials market in Shaanxi Province.

2. Determine a batch of green building materials evaluation institutions through examination and evaluation. To organize industries and enterprises to carry out the declaration and evaluation of green building materials products according to the Implementation Rules of the National Green Building Materials Evaluation and Labeling Management Measures and relevant laws and standards.

3. Establish green building materials database and information collection and sharing system. We will use information technologies such as "Internet Plus" to build a public service system for green building materials, release information such as evaluation marks and demonstration points for green building materials, popularize knowledge of green building materials, and guide the healthy and orderly development of green building materials products.

4. Promotion and application of green building materials

1. Strengthen the linkage between design codes, construction codes and green building materials product standards. We will strengthen supervision and management over the whole process of approval, design, construction and acceptance of construction projects.

2. Development of steel construction. We will promote the construction of light steel structure rural housing, and give priority to the use of steel structure in government-invested cultural, sports, educational, medical and other buildings.

3. Strict procurement management of green building materials products selected for green buildings. For the construction materials selected for green building, priority should be given to the products that have been included in the promotion and application catalog of green building materials and have the national or Shaanxi provincial certification of green building materials.

(5) Green building materials to the countryside action

1. In light of the needs of new rural construction and green rural housing construction, implement the spirit of the Notice on the Construction of Green Rural Housing, compile a product catalog of green building materials for rural housing, and guide all localities to produce and use green building materials according to local conditions. We will focus on promoting the use of green building materials such as energy-saving doors and Windows, light insulation blocks, and prefabricated parts to improve the disaster prevention and mitigation capacity of green rural houses.

2. Focusing on modern facility agriculture, actively develop and promote glass, rockwool and other products with good safety, cost-effective and convenient use.

6. Pilot and demonstration programs lead actions

1. Demonstration of green building projects. We will formulate administrative measures for the application, evaluation and acceptance of pilot projects and demonstrations of green building materials. In combination with green building, affordable housing construction, green ecological urban areas, energy saving renovation of existing buildings, green agricultural housing, construction industry modernization and other work, clear the relevant requirements for the application of green building materials. In each prefecture-level city (district) urban area, 1-3 construction projects with good conditions will be selected to carry out pilot demonstration of green building materials application.

2. Demonstration of green industrial parks. In areas with a good foundation for the development of green building materials, relying on advantageous enterprises, integrating factor resources, improving public service systems such as R&D, design, testing and verification, modern logistics and e-commerce, and supporting the construction of industrial parks featuring green building materials.

3. Demonstration of collaborative disposal. In accordance with the Opinions on Promoting Collaborative Recycling of Urban and Industrial Wastes in Production Processes, China has continued to carry out pilot demonstrations of collaborative disposal of municipal household waste and other wastes in cement kilns, carried out demonstration of comprehensive utilization of recycled building materials from solid wastes, established a long-term monitoring mechanism for the application of recycled building materials, and constantly expanded the scope of application of green building materials.

Iv. Policies and Measures

(1) Establish a joint conference mechanism for promoting the production and application of green building materials led by the provincial Department of Industry and Information Technology and the Department of Housing and Urban-Rural Development, with the participation of relevant departments, to strengthen the internal connection between the production and application of green building materials in the province and the development of green buildings and green city construction, and coordinate the production, application, standards and evaluation of green building materials. We will strengthen information communication and policy coordination, strengthen inter-departmental interaction, organize and implement relevant actions, supervise and urge the implementation of key tasks, and coordinate and improve measures. Actively carry out the identification and evaluation of green building materials.

(2) According to Action Plan on Green Building, Technical Guidelines for Evaluation of Green Building Materials (Trial) and actual urban and rural construction of our province, the Development Catalog of Green Building Materials Products and Access Standard of Green Building Materials Products of Shaanxi Province shall be formulated. We will further revise and improve industrial norms, strengthen constraints on environmental protection, energy consumption, quality and safety standards, establish a standard and regulation system that combines mandatory standards and voluntary adoption standards, and guide production enterprises to develop green building materials products that the market needs with a clear target.

(3) Studying and formulating supporting policies. To study and formulate policies related to investment and financing, finance and price, encourage the production and consumption of green building materials such as comprehensive utilization, coordinated disposal of cement kilns, energy-saving doors and Windows, water-saving sanitary ware, ceramic thin brick, new wall and roof materials, and give priority to special discounts, special subsidies and special funds to support the production and application of green building materials. To study the inclusion of green building materials in government procurement, bidding, financing and credit policies.

1. We will expand financing channels, guide private capital, increase investment in research and development of common key technologies, and actively support enterprises to carry out technological transformation in the production and application of green building materials.

2. Financial support for the production and application of green building materials. For green building materials industrial parks and production enterprises with green building materials logo, priority should be given to industrial development funds for green building materials R&D platforms and green building materials application demonstration projects recognized at national and provincial levels.

3. We will further formulate and improve fiscal and tax policies to encourage the production and application of green building materials. For the production enterprises producing green building materials, such as consuming industrial waste, urban life and construction waste, and for the construction enterprises actively promoting the application of green building materials, preferential incentive policies of tax reduction and exemption for a certain period of time are given.

4. Building platforms for upgrading and innovation. Relying on Xianyang Ceramic Research and Design Institute, Xi 'an Wall Material Research and Design Institute, Xianyang Non-metal Research and Design Institute, Xi 'an University of Architecture and Technology and other research institutes, colleges and universities and large enterprise groups, to build a green building materials development and innovation system combining production, education and research, and to create a number of research and development technology centers, engineering centers or key laboratories featuring green building materials. We will improve public platforms for research and development, technology transformation, and inspection and certification needed for industrial development. We will strengthen interaction between the production of building materials and upstream and downstream enterprises in architectural design and construction.

5. Strengthen publicity, education, supervision and inspection. Various forms of green building materials publicity activities should be carried out to strengthen the public's concept of green production and consumption, improve the understanding and participation of green building materials policies, and make the production and application of green building materials a conscious action of the whole society. Carry out training on green building materials production and application knowledge, and bring green building materials knowledge into the scope of re-education and career skill evaluation.

To carry out the green building materials action inspection, to strengthen the supervision of public opinion and circulate criticism to those who do not implement the regulations on the production and use of green building materials, serious cases will be blacklisted, can not declare the green building materials label within two years.
